Proceedings are opened by the chairman of the First Chamber. The defendant is informed of the opening of the proceedings.
When opening proceedings, the chairman of the First Chamber either designates himself as reporting member or appoints another member of the First Chamber as reporting member. The reporting member establishes the facts and collects all relevant evidence.
