13.01

The participating teams are divided into three leagues on the basis of their positions in the 2024 Women’s European Qualifiers overall phase rankings (see Annex C):

  1. The 16 teams ranked 1st to 16th enter League A.

  2. The 16 teams ranked 17th to 32nd enter League B.

  3. The teams ranked 33rd onwards enter League C.

Teams that did not participate in the 2023-25 UEFA European Women’s Championship including UEFA Nations League and European Qualifiers, were disqualified or for any reason withdrew from the competition start in League C at the bottom of the League C rankings.

13.02

The league stage comprises 14 groups divided into the three leagues as follows:

  • League A, containing four groups of four teams;

  • League B, containing four groups of four teams;

  • League C, containing three groups of four teams and three groups of three teams.

13.03

The following principles apply to the league stage draw:

  1. The composition of the groups within each league is decided by a draw.

  2. The teams in each league are seeded according to the 2024 Women’s European Qualifiers overall phase rankings (see Annex C). Teams that did not participate in the 2023-25 UEFA European Women’s Championship including UEFA Nations League and European Qualifiers, were disqualified or for any reason withdrew from the competition are placed in the last pot of League C.

  3. Additional draw conditions may be applied, subject to approval by the UEFA Women's Football Committee.
