With the exception of the team of the final tournament host association, all the teams participating in the competition are entered in the qualifying group stage draw, organised by the UEFA administration on completion of the 2022/23 UEFA Nations League in order to draw the teams into ten groups of five or six.
The following principles apply to the qualifying group stage draw:

The teams are seeded according to the overall 2022/23 UEFA Nations League rankings (see the Regulations of the UEFA Nations League).

The teams that qualify for the UEFA Nations League finals are drawn into groups of five teams.

Additional draw conditions may be applied, subject to approval by the UEFA Executive Committee.
