All matches in the competition are played in conformity with the FIFA Futsal Laws of the Game. The half-time interval must not exceed 15 minutes.

Participating associations enter the competition as follows:

The team of the final tournament host association automatically qualifies for the final tournament.

All other teams enter the competition in either the preliminary round or the main round, depending on the number of entries and their positions in the UEFA senior men's futsal national team coefficient rankings (see Annex A).
The UEFA administration seeds the teams for the preliminary round, main round and final tournament draws in accordance with the coefficients of the participating associations. Coefficients are calculated on the basis of the results of the associations' national senior men's futsal teams' matches since the UEFA European qualifying competition for the 2020 FIFA Futsal World Cup (see Annex A).
