The Referees Committee appoints the referee teams for each mini-tournament and single match of the qualifying competition, with the exception of the timekeeper who is appointed by the host association. If deemed necessary, the UEFA match delegate is empowered to use a neutral referee to act as a timekeeper at any time during the competition.
The Referees Committee, in cooperation with the UEFA administration, appoints the referee team for the final tournament.
UEFA arranges for the referee team to arrive at the venue the day before the qualifying competition match or mini-tournament, or three days before the final tournament. If a member of the referee team does not arrive at the venue by then, the UEFA administration and the teams must be informed immediately. The Referees Committee takes the appropriate decisions, which are final.
If a referee or an assistant referee becomes unfit to officiate or is otherwise incapacitated before or during a match, he is replaced by another member of the referee team in accordance with the principles established by the Referees Committee.
