The Referees Committee appoints the referee team for each mini-tournament, with the exception of the timekeeper, who is appointed by the host association. The UEFA referee observer decides which referees serve as first referee, second referee and third official in each match in a mini-tournament. If deemed necessary, the UEFA match delegate is empowered to use a neutral referee to act as a timekeeper at any time during the competition.
UEFA arranges for the referee team to arrive at the venue the day before the start of a mini-tournament. If a member of the referee team does not arrive at the venue by then, the UEFA administration and the teams must be informed immediately. The Referees Committee takes the appropriate decisions, which are final.
Any first or second referee who becomes unfit to officiate, or is otherwise incapacitated before or during a match, is replaced by another member of the referee team in accordance with the principles established by the Referees Committee.
