11.01

All matches in the competition are played in conformity with the FIFA Futsal Laws of the Game. The half-time interval must not exceed 15 minutes.

11.02

UEFA has been invited to enter seven teams in the 2028 FIFA Futsal World Cup. If a European association is designated to host the 2028 FIFA Futsal World Cup, only six European teams can enter in addition to the host, which qualifies automatically.

11.03

The competition stages are as follows:

  1. Preliminary round.

  2. Main round, composed of:

    1. group phase;

    2. play-offs.

  3. Elite round, composed of:

    1. group phase;

    2. play-offs.

11.04

Participating associations enter the competition as follows:

  1. The lowest-ranked teams in the UEFA national senior men's futsal team coefficient rankings (see Annex A) start the competition in the preliminary round. The number of teams in the preliminary round depends on the number of entries in the competition.

  2. The remaining teams start the competition in the main round.

11.05

The UEFA administration seeds the teams for the preliminary round, and for the main and elite round group phase draws in accordance with the coefficients of the participating associations. For the elite round group phase draw, the qualified teams are ranked based on their sporting results in the main round before the associations' coefficients are applied (see Annex A).
