23.01

If, at any time during the season, the UEFA administration deems that, for whatever reason, a venue may not be fit for staging a match, it may consult with the host association and ask it to propose an alternative venue, in accordance with UEFA's requirements. Should an association not be able to propose an acceptable alternative venue by the deadline set by the UEFA administration, UEFA may select a neutral alternative venue and make all the necessary arrangements for the staging of the match with the relevant association and the relevant competent authorities. In both cases, the costs of staging the match must be borne by the association originally appointed as host. The UEFA administration’s decisions on alternative venues are final.

23.02

If any party to the match has any reason to doubt whether a match can take place as scheduled (for reasons including pitch, facility and infrastructure, safety and security, operational and/or organisational problems), they must notify the UEFA administration immediately. If the UEFA administration receives any such notification, or has any reason itself to believe that a match may not be able to be played as scheduled, it decides if any change will be made to the venue, date and/or kick-off time. Such decisions by the UEFA administration are final.

23.03

The referee decides if a match which has started must be suspended. This decision is made after consultation with the UEFA match delegate and, when possible, the UEFA administration.
