12.01

All matches in the competition are played in conformity with the IFAB Laws of the Game. The half-time interval lasts 15 minutes.

12.02

The competition stages are as follows:

  1. Qualifying competition, comprising:

    • qualifying round;

    • elite round;

  2. Final tournament, comprising:

    • group stage;

    • quarter-finals;

    • semi-finals;

    • if applicable, FIFA World Cup play-off match;

    • final.

12.03

Participating associations are divided up as follows:

  1. The team of the final tournament host association qualifies automatically for the final tournament.

  2. The team of the best-ranked association in the coefficient rankings (see Annex A) enters the competition in the elite round. For the 2023/24 competition, the team concerned is the Netherlands.

  3. The 52 remaining teams contest the qualifying round.
