All matches in the competition are played in conformity with the IFAB Laws of the Game. The half-time interval lasts 15 minutes.

Participating associations are divided up as follows:

The team of the final tournament host association qualifies automatically for the final tournament.

The team of the best-ranked association in the coefficient rankings (see Annex A) enters the competition in the elite round. For the 2023/24 competition, the team concerned is the Netherlands.

The 52 remaining teams contest the qualifying round.
