All qualifying competition matches are played in the form of mini-tournaments of three or four teams in one of the countries in the group.
Each team plays each of the other teams in the group once, with three points awarded for a win, one for a draw and none for a defeat.
All associations participating in the round 1 are drawn into 14 groups of three or four teams. The UEFA administration establishes the draw procedure on the basis of the qualifying round coefficient rankings (see Annex A) and communicates it prior to the draw.
On completion of round 1, the 14 group winners and 14 runners-up qualify for round 2, League A. The remaining teams participate in round 2, League B.
The 28 associations participating in League A are drawn into seven groups of four teams each. The associations participating in League B are drawn into seven groups of three or four teams each. Teams who played in three-team groups in round 1 are drawn into four-team groups in round 2 as far as possible. The UEFA administration establishes the draw procedure for round 2 based on the round 1 rankings and communicates it prior to the draw.
The seven group winners in League A, round 2, qualify for the final tournament. Should a vacancy be created in the final tournament because the team of the final tournament host association is among the group winners or for any other reason, the position is filled by the best runner-up in League A (see Paragraph 15.02).
