Participating associations enter the competition as follows:

The team of the final tournament host association qualifies automatically for the final tournament.

The team of the best-ranked association in the coefficient rankings (see Annex A) enters the competition in the elite round as top-seed. For the 2024/25 competition, the team concerned is Portugal.

The 52 remaining teams contest the qualifying round.
