51.01

For each mini-tournament, the Referees Committee appoints all members of the referee team except for the timekeeper, who is appointed by the host association in accordance with the criteria established by the Referees Committee. The UEFA referee observer decides which referees serve as referee, second referee and third referee in each match of a mini-tournament. The UEFA match delegate may appoint a neutral referee to act as a timekeeper at any time during the competition if deemed necessary. Only referees from the official FIFA list of futsal referees are eligible.

51.02

The Referees Committee, in cooperation with the UEFA administration, appoints the referee team for the final tournament.

51.03

UEFA arranges for the referee team to arrive at the venue the day before the start of a mini-tournament, or two days before the final tournament. If a member of the referee team does not arrive at the venue by then, the UEFA administration and the teams must be informed immediately. The Referees Committee takes the appropriate decisions, which are final.

51.04

Any referee or second referee who becomes unfit to officiate, or is otherwise incapacitated before or during a match, is replaced by another member of the referee team in accordance with the principles established by the Referees Committee.
