The play-off ties are determined by means of a draw, including the order of the two legs of each tie. The play-offs are played according to the knockout system, with each team playing each opponent twice, once at home and once away. The team which scores the greater aggregate of goals over the two legs qualifies for the final tournament. Otherwise, the provisions of Paragraph 19.01 apply.

To compare the rankings between the qualifying groups and to determine the three best runners-up, the results of group runners-up against the teams in sixth place are discarded. The following criteria are applied in the order given:

  1. higher number of points;

  2. superior goal difference;

  3. higher number of goals scored;

  4. higher number of away goals scored;

  5. higher number of wins;

  6. higher number of away wins;

  7. lower disciplinary points total based only on yellow and red cards received by players and team officials in all group matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);

  8. higher position in the UEFA Under-21 national team coefficient rankings used for the qualifying group stage draw (see Annex A.1.2 a.).
