By means of a draw, the UEFA administration allocates the 16 teams that qualify for the final tournament into four groups of four teams each.
The UEFA men's Under-21 national team coefficient rankings (see Annex A.1.2 b.) are used to seed teams for the final draw. For match scheduling purposes, the host associations are given the positions A1 and B1, the four groups are formed as follows:
