If the two teams involved in a play-off score the same number of goals over the two legs, two 15-minute periods of extra time are played at the end of the second leg. The team which scores more goals during extra time qualifies for the next stage. If both teams score the same number of goals or no goals are scored during extra time, a penalty shoot-out determines which team qualifies for the final tournament (see Paragraph 19.04).
If there is no winner at the end of normal time in a final tournament knockout match, two 15-minute periods of extra time are played. If the two teams are still equal after extra time, the winner is determined by a penalty shoot-out.
If extra time is required, there is a five-minute break between the end of normal time and the start of extra time. As a rule, the players remain on the field of play during this five-minute break, at the discretion of the referee.
Penalties are taken in accordance with the procedure laid down in the IFAB Laws of the Game.
Depending on the number of eligible teams participating in the final tournament, an Olympic play-off match may be necessary to identify the team qualifying for the Olympic tournament. The UEFA administration will confirm the need for such a match, as well as the match date and venue, in due course.
The Olympic play-off match is a single-leg knockout match. If the score is tied at the end of normal time, two 15-minute periods of extra time are played. If the score is still tied after those two periods, the winner is determined by a penalty shoot-out.
