27.01

At the conclusion of the league stage of the European Qualifiers phase, two rounds of play-offs are used to qualify teams for the UEFA Women’s EURO 2025.

27.02

In principle, the round 1 play-offs are played in two paths as follows:

  1. The four third-placed teams and four fourth-placed teams of League A play against the five first-placed teams and three best-ranked second-placed teams of League C in path 1.

  2. The four first-placed teams and two best second-placed teams in League B play against the two remaining second-placed teams and four third-placed teams of League B in path 2.

27.03

The following principles apply to the draw for round 1 of the play-offs:

  1. The ties are determined by means of a draw.

  2. The teams from League A are seeded for the path 1 draw and the first-placed and two best second-placed League B teams are seeded for the path 2 draw and will play their respective second-leg match at home.

  3. Additional draw conditions may be applied, subject to approval by the UEFA Women's Football Committee.

27.04

The winners of the round 1 play-offs qualify for the round 2 play-offs.

27.05

The following principles apply to the draw for round 2 of the play-offs:

  1. The ties are determined by means of a draw.

  2. The winners of the round 1 path 1 ties involving the seven highest-ranked teams according to the European Qualifiers overall league rankings (see Paragraph 24.03) will be seeded for the round 2 draw and will play against the seven remaining teams. The seeded teams will play the second leg match at home.

  3. Additional draw conditions may be applied, subject to approval by the UEFA Women's Football Committee.

27.06

The winners of the round 2 play-offs qualify for the final tournament.

27.07

The play-off paths are adjusted as necessary to take into account the performance of the team of the host association, which is guaranteed a slot in the final tournament. If there are multiple hosts, this guarantee is extended to a maximum of two slots. Confirmation of the play-off path is communicated immediately following the conclusion of the league stage of the European Qualifiers phase.

27.08

The play-offs are played according to the knockout system, with each team playing its opponent twice, once at home and once away. The team that scores the greater aggregate of goals over the two legs wins the play-off tie. Otherwise, the provisions of Paragraph 32.01 apply.
