28.01

In principle, the following 16 teams participate in the final tournament:

  1. The four League A group winners and the four League A runners-up that qualify directly via the league stage of the European Qualifiers phase;

  2. The seven teams that qualify via the play-offs for the final tournament;

  3. The team of the final tournament host association (if there is only one host association).

28.02

This pathway is adjusted if necessary as described in Paragraph 27.07.

28.03

By means of a draw, the UEFA administration allocates the 16 teams into four groups of four teams each, as follows:

28.04

The following principles apply to the final tournament draw:

  1. The teams are seeded in accordance with the overall European Qualifiers league stage rankings (see Paragraph 24.03 and Annex C).

  2. The team of the host association is placed in position A1 for scheduling purposes. If there are multiple hosts, the teams of the host associations that have qualified for the final tournament either directly or via the play-offs are placed in position one of the groups for scheduling purposes.

  3. Additional conditions may be applied, subject to approval by the UEFA Executive Committee.
