The teams in the elite round are drawn into four groups of four.
The elite round group matches are played in the form of mini-tournaments hosted by one of the participating associations.
Each team plays each of the other teams in the group once, with three points awarded for a win, one for a draw and none for a defeat.
The four group winners and two best runners-up qualify for the UEFA Women's futsal EURO. The two lowest ranking runners-up qualify for the play-off.
