A draw is held to form groups within each league for round 2. The following principles apply to that draw:

  1. The 28 teams in League A are drawn into seven groups of four teams and the 21 teams in League B are drawn into three groups of four teams and three groups of three teams.

  2. The teams in each league are seeded to create draw pots (four for League A and three for League B), based on round 1 league rankings. To determine the league rankings, the following criteria are applied to the round 1 results, in the order given:

    (i) higher position in the following classification:




Round 1 group winners

Round 1 runners-up

Round 1 third-placed teams

Teams promoted from League B


Teams relegated from League A

Round 1 runners-up

Round 1 third-placed teams

Round 1 fourth-placed teams

(ii) higher number of points in all mini-tournament matches;

(iii) superior goal difference in all mini-tournament matches;

(iv) higher number of goals scored in all mini-tournament matches;

(v) lower disciplinary points total based only on yellow and red cards received by players and team officials in all mini-tournament matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);

(vi) higher position in the coefficient rankings (see Annex A).

c. Additional draw conditions may be applied, subject to the UEFA Executive Committee’s approval.
