Teams are promoted and relegated for round 1 of the next edition of the competition based on the final group rankings from round 2. Final tournament matches are not taken into account.
All round 2 group winners in League B will be promoted to League A for the next edition of the competition and all round 2 fourth-placed teams from League A will be relegated. Additional teams may be promoted and relegated depending on the number of entries. This will be communicated by the UEFA administration before the draw for round 2 of the current edition.
If it is necessary to rank the third-placed teams in League A on completion of round 2 for the purpose of promotions and relegations for the next edition of the competition, all matches will be taken into account. Should there exceptionally be groups of three, the results against the fourth-placed teams are discarded.
If it is necessary to rank the runners-up in League B on completion of round 2 for the purpose of promotions and relegations for the next edition of the competition, the results against the fourth-placed teams are discarded. Should there exceptionally be groups of two, the results against the third- and fourth-placed teams are discarded.
To compare the rankings between groups as required in Paragraph 22.03 and Paragraph 22.04, the following criteria are applied, in the order given:
-
higher number of points;
-
superior goal difference;
-
higher number of goals scored;
-
lower disciplinary points total based only on yellow and red cards received by players and team officials in all mini-tournament matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points);
-
higher position in the round 1 league rankings (see Paragraph 15.01 c).
The teams in each league for the next edition of the competition will be ranked and seeded for the round 1 draw based on their results in round 2 of the current edition. To determine the round 2 league rankings, the following criteria are applied to the round 2 results, in the order given:
i. higher position in the following classification, with group winners promoted from League B ranked above runners-up promoted from League B (if applicable):
