13.01

The participating teams are divided into two leagues, A and B, for round 1 based on the final group standings of round 2 of the 2023/24 competition. Teams are promoted and relegated as communicated by the UEFA administration. Teams that did not participate in the 2023/24 competition, were disqualified or for any reason withdrew from the competition start in League B at the bottom of the League B rankings.

13.02

A draw is held to form groups within each league for round 1. The following principles apply to that draw:

  1. The 28 teams in League A are drawn into seven groups of four, and the 24 teams in League B are drawn into six groups of four.

  2. The teams in each league are seeded to create draw pots, based on the league rankings from round 2 of the 2023/24 competition. To determine the 2023/24 round 2 league rankings, the following criteria are applied to the 2023/24 round 2 results, in the order given.

    i. higher position in the following classification, with group winners promoted from League B ranked above runners-up promoted from League B (if applicable):

ii. higher number of points in all mini-tournament matches

iii. superior goal difference in all mini-tournament matches

iv. higher number of goals scored in all mini-tournament matches

v. lower disciplinary points total based only on yellow and red cards received by players and team officials in all mini-tournament matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points)

vi. higher position in the 2023/24 round 1 league rankings.

c. When teams from groups of three and four are in the same position in the classification above, results against fourth-placed teams are discarded when applying criteria ii to v.

d. Should there exceptionally be groups of two, and if teams from groups of three and/or four are in the same position in the classification above, results against third- and fourth-placed teams are discarded when applying criteria ii to v.

e. Additional draw conditions may be applied, subject to the UEFA Executive Committee’s approval.
