A draw is held to form groups within each league for round 2. The following principles apply:

  1. The 28 teams in League A are drawn into seven groups of four, and the 24 teams in League B are drawn into six groups of four.

  2. The group runners-up from League A round 1 are drawn against group winners from a different group. Teams who played in three-team groups in round 1 are drawn into four-team groups in round 2 as far as this is possible.

  3. The teams in each league are seeded to create draw pots, based on round 1 league rankings. To determine the round 1 league rankings, the following criteria are applied to the round 1 results, in the order given:

    i. higher position in the following classification, with group winners promoted from League B ranked above runners-up promoted from League B (if applicable):

ii. higher number of points in all mini-tournament matches;

iii. superior goal difference in all mini-tournament matches;

iv. higher number of goals scored in all mini-tournament matches;

v. lower disciplinary points total based only on yellow and red cards received by players and team officials in all mini-tournament matches (red card = 3 points, yellow card = 1 point, expulsion for two yellow cards in one match = 3 points).

vi. higher position in the 2023/24 round 2 league rankings (see Paragraph 13.02 b).

d. When teams from groups of three and four are in the same position in the classification above, results against fourth-placed teams are discarded when applying criteria ii to v.

e. Should there exceptionally be groups of two, and if teams from groups of three and/or four are in the same position in the classification above, results against third- and fourth-placed teams are discarded when applying criteria ii to v.

f. Additional draw conditions may be applied, subject to the UEFA Executive Committee’s approval.
