76.01

For the qualifying competition, the host association is responsible for organising an accreditation system (accreditation cards, bibs, etc.) and for delivering the relevant accreditations to the following media representatives:

  • press;

  • photographers;

  • audiovisual rights-holders;

  • audiovisual non-rights-holders.

76.02

No media representatives are allowed on the field of play before, during or after the match, with the exception of the camera crew filming the team line-ups at the start of the match and up to two camera crews covering the teams after the end of the match. The same applies to the tunnel and dressing-room area, with the exception of flash interview positions and a camera crew filming the the following activities:

  1. team arrivals (as far as to the dressing-room area);

  2. players in the tunnel prior to entering the field (before the match);

  3. players returning to the pitch at the start of the second half.

For the final tournament, UEFA can approve additional broadcaster operations and filming positions.

76.03

A limited number of photographers, camera operators and production staff of the audiovisual rights-holders – all equipped with the appropriate pitch-access accreditation – are allowed to work in the area between the boundaries of the field of play and the spectators (see Annex B).

76.04

The team dressing rooms are off limits to media representatives before, during and after the match. However, subject to the teams’ prior agreement, one camera crew may enter the dressing rooms to film the players’ shirts and equipment. This filming must be completed well before the arrival of the players, at least 90 minutes before kick-off. Any additional dressing room access for media (e.g. for post-match celebrations) must be agreed in advance with the relevant team for the qualifying competition and with both the relevant team and UEFA for the final tournament.
