The Referees Committee appoints the referee team for each mini-tournament and the finals. UEFA appoints a referee, a second referee and a third referee for each match of the qualifying stage. The host association appoints an official timekeeper for each match of the qualifying stage. If deemed necessary, the UEFA match delegate is empowered to use a neutral referee to act as a timekeeper at any time during the competition.
UEFA arranges for the referee team to arrive at the venue the day before the mini-tournament, or two days before the finals. If a member of the referee team does not arrive at the venue by then, the UEFA administration and the teams must be informed immediately. The Referees Committee takes the appropriate decisions, which are final.
Any referee or second referee who becomes unfit to officiate, or is otherwise incapacitated before or during a match, is replaced by another member of the referee team in accordance with the principles established by the Referees Committee.
