The Referees Committee appoints the referees for each match in the competition with the exception of the timekeepers appointed by mini-tournament host associations. Only referees from the official FIFA list of futsal referees are eligible.
The following numbers of referees are sent to mini-tournaments, single matches and the finals:

UEFA sends four referees and the host association appoints an official timekeeper, in accordance with criteria established by the Referees Committee. If deemed necessary, the UEFA match delegate is empowered to use a neutral referee to act as a timekeeper at any time. |

Round of 16 and quarter-finals (single matches) |
UEFA sends a referee team (referee, second referee, third referee and timekeeper) to each match. |

UEFA arranges for the referee team to arrive at the venue the day before a mini-tournament or single match and two days before the finals. If a member of the referee team does not arrive at the venue by then, the UEFA administration and the teams must be informed immediately. The Referees Committee takes the appropriate decisions, which are final.
Any referee or second referee who becomes unfit to officiate, or is otherwise incapacitated before or during a match, is replaced by another member of the referee team in accordance with the principles established by the Referees Committee.
