28.01

Each association must provide the UEFA administration with a list of 23 players for each match in the league phase and a list of 26 players for the finals. Three of the players on each list must be goalkeepers. All lists must include each player’s surname(s), first name(s), club and date of birth, as well as the surnames, first names, dates of birth and coaching qualifications of the head coach and assistant coach. In addition, these lists must include confirmation from one of the team doctors that all players have undergone the requested medical examination; the team doctor is solely responsible for ensuring that the requested players’ medical examination has been duly performed.

28.02

For the league phase and for play-off and quarter-final matches, the list of 23 players must be completed online by 23:59 CET the day before the match. A signed copy of this list must be uploaded in the system, and a hard copy handed to the UEFA match delegate at the organisational meeting.

28.03

For the finals, the list of 26 players must be completed online by 23:59 CET seven days before the first semi-final. A signed copy of this list must also be sent to the UEFA administration by the same deadline.

28.04

Subject to UEFA's approval, players named on the list of 26 who become seriously injured or ill, to the extent that they cannot take part in a match, may be replaced as follows:

  1. Goalkeepers may be replaced before any match in the finals.

  2. Outfield players may be replaced before their team's first match in the finals only. A replaced outfield player can take no further part in the finals.

The association concerned must submit the medical replacement form confirming the severity of the injury or illness, along with any necessary medical evidence, to the UEFA administration by 23:59 CET the day before the match in question, or by three hours before kick-off if the injury or onset of illness occurs on the day of the match.

28.05

All official player lists are published by the UEFA administration.

28.06

The associations are responsible for ensuring that the aforementioned provisions concerning player eligibility and player lists are observed.
