For all matches in the qualifying competition, three points are awarded for a win, one point for a draw and none for a defeat.
The five teams participating in the preliminary round are drawn into two groups: Group 1 comprises teams A, B and C; Group 2 comprises teams D and E.
The preliminary round is played in one of the countries of the participating teams as follows:
Group 1 is played in the form of a three-team mini-tournament;
Group 2 is played in the form of a knockout match over two legs.
In the event that less than five teams participate in the preliminary round, the round will be played in the form of a mini-tournament in one of the countries of the group. The UEFA administration will decide on further implementation details.
The winners of each group qualify for the intermediate round and play each other in a single-leg match to determine the winner and runner-up of the preliminary round.
The 30 teams that qualify directly for the intermediate round and the two teams qualified through the preliminary round are drawn into eight groups of four teams.
Intermediate round matches are played in the form of mini-tournaments in one of the countries in the group.
Each team plays each of the other teams in the group once.
The eight group winners in the intermediate round qualify for the final tournament.
