For each round of the competition in which a team is participating, the national association must provide the UEFA administration with a list of 30 players (surnames, first names, club and date of birth), including at least three goalkeepers, and a head coach. In addition, this list must include confirmation from one of the team doctors that all players have undergone the requested medical examination. This list must be completed online at least 20 full days before the start of each mini-tournament and the final tournament. Once this list has been submitted, no changes are allowed.
From the list of 30, a final list of 18 players (final tournament: 20) must be completed online by 12.00CET the day before the first match of the tournament. A printed and signed copy together with each player’s passport/identity card must be handed to the UEFA match delegate at the organisational meeting organised the day before the start of each mini-tournament. For the final tournament, a printed and signed copy of the list and each player's passport/identity card must be handed to the UEFA match delegate or a representative of the UEFA administration (as communicated to the teams at the final tournament workshop).
For identification purposes, a UEFA representative makes a visual check of each player participating in the competition. As a rule, one such visual check takes place at a mealtime at the teams’ accommodation before a team's first match in each mini-tournament and the final tournament.
Any player named on the final list of players is entitled to play in the mini-tournament or final tournament. 18 players can be named on this list for the mini-tournaments and 20 for the final tournament. Any listed players who become seriously injured or ill may be substituted as follows:

One outfield player may be replaced no later than three hours before the start of the team’s first match in each mini-tournament or in the final tournament. The new player must be selected from the corresponding list of 30 players. The replaced player can take no further part in the mini-tournament or final tournament and no other outfield player may be replaced during the mini-tournament or final tournament.

Goalkeepers may be replaced at any time before the start of a match. Any new goalkeeper must be selected from the corresponding list of 30 players. Replaced goalkeepers can take no further part in the mini-tournament or final tournament in which they are replaced.
These substitutions are permitted only upon submission of written medical evidence by the team doctor to the UEFA match delegate in one of UEFA's official languages.

The associations are responsible for ensuring that the aforementioned provisions concerning player eligibility and lists of players are observed.
