For each stage of the competition in which a team is participating, the national association must provide the UEFA administration with a list of 30 players (at least three of whom must be goalkeepers). The list must specify each player’s surname(s), first name(s), club and date of birth, as well as the surnames, first names, dates of birth of the head coach and assistant coach and the coaching qualifications of the head coach. In addition, this list must include confirmation from one of the team doctors that all players have undergone the requested medical examination; the team doctor is solely responsible for ensuring that the requested players’ medical examination has been duly performed. This list must be completed online at least 20 full days before the start of each mini-tournament and the final tournament. Once this list has been submitted, no changes are allowed.
From the list of 30, a final list of 18 players (final tournament: 20), including at least two goalkeepers must be completed online by 12:00CET the day before the team's first match in the relevant mini-tournament and by 23:59 CET two days before the team’s first match in the final tournament. No changes are allowed after the deadline, except as provided for in Paragraph 28.05.
For identification purposes, a printed and signed copy of the final list of 18 players (final tournament: 20) and each player’s passport/identity card must be handed to the UEFA match delegate at the organisational meeting the day before the start of each mini-tournament (four-team groups) or the day before the team’s first match in the mini-tournament (three-team groups). For the final tournament, a printed and signed copy of the list and each player's passport/identity card must be handed to the UEFA match delegate or a representative of the UEFA administration (as communicated to the teams at the final tournament workshop).
A UEFA representative visually verifies the identity of each player participating in the competition. As a rule, one such visual check takes place at a mealtime at the team accommodation before each team's first match in each mini-tournament and the final tournament.
Players named on the final list of 18 (final tournament: 20) who become seriously injured or ill, to the extent that they cannot take part in a match, may be replaced as follows:

Goalkeepers may be replaced before any match in the competition, by another goalkeeper on the corresponding list of 30 players, or if that is not possible, by another goalkeeper not previously registered on the list of 30 players.

Outfield players may be replaced only before their team’s first match in each mini-tournament or in the final tournament. Any new outfield player must be selected from the corresponding list of 30 players. A replaced outfield player can take no further part in the mini-tournament or final tournament.
The association concerned must submit the medical replacement form confirming the severity of the injury or illness, along with any necessary medical evidence, to the UEFA match delegate no later than three hours before the match in question. If UEFA finds any of the information provided by the association to be inaccurate, the matter may be referred to the UEFA disciplinary bodies.
All official player lists are published by the UEFA administration.
The associations are responsible for ensuring that the aforementioned provisions concerning player eligibility and player lists are observed.
