These regulations apply whenever expressly referred to by specific regulations governing men's club competitions to be played under the auspices of UEFA (hereinafter: UEFA club competitions).
These regulations govern the rights, duties and responsibilities of all parties involved in the UEFA club licensing system (Part II) and define in particular:

the minimum requirements to be fulfilled by a UEFA member association in order to act as the licensor for its clubs, as well as the minimum procedures to be followed by the licensor in its assessment of the club licensing criteria (Chapter 1);

the licence applicant and the licence required to enter the UEFA club competitions (Chapter 2);

the minimum sporting, social and environmental sustainability, infrastructure, personnel and administrative, legal and financial criteria to be fulfilled by a club in order to be granted a licence by its licensor as part of the admission procedure to enter the UEFA club competitions (Chapter 3).
These regulations further govern the rights, duties and responsibilities of all parties involved in the UEFA club monitoring process (Part III) to promote UEFA’s financial sustainability objectives, and define in particular:

the role and tasks of the UEFA Club Financial Control Body, the minimum procedures to be followed by the licensors in their assessments of the club monitoring requirements, and the responsibilities of the licensees during the UEFA club competitions (Chapter 1);

the club monitoring requirements to be fulfilled by licensees that are admitted to the UEFA club competitions (Chapter 2).
