The application for vehicle registration is governed by Section 6 of the Vehicle Registration Ordinance (FZV). The registration of a vehicle must always be applied for at the locally competent registration authority in accordance with Section 46 FZV. The application must include holder data for storage in the vehicle registers in accordance with Section 33 Paragraph 1 Sentence 1 Number 2 of the Road Traffic Act (StVG) and proof must be provided on request. The registration certificate part II must be submitted with the application. If this is not yet available, an application must be made for it to be issued by the licensing authority in accordance with § 12 FZV.

When registering for the first time (initial registration), proof that the vehicle corresponds to a type for which EC type approval has been granted must be provided by submitting the certificate of conformity. Proof that the vehicle corresponds to a type for which national type approval has been granted must be provided by submitting the registration certificate Part II, in which a type and variant/version key number is entered in accordance with Section 20 Paragraph 3a Sentence 6 of the Road Traffic Licensing Regulations, or by submitting the data confirmation prescribed in accordance with Section 20 Paragraph 3a Sentence 1 of the Road Traffic Licensing Regulations. Proof that the vehicle has an individual licence must be provided by submitting the corresponding certificate.

Driving a motor vehicle requires a driving licence. Applications must be submitted to the local driving licence authority in accordance with Section 21 of the German Driving Licence Ordinance (FeV). Driving heavy goods vehicles should regularly require possession of a category C and CE driving licence (exact definition in § 6 FeV).
