Applications for Schengen visas must be submitted to the embassy or consulate of the Schengen country which constitutes the main destination of the visit. If the applicant intends to visit more than one Schengen country, the application should be filed with:
the embassy/consulate of the country where they will spend the longest period, or
if the duration of stay is identical in several countries, the embassy/consulate of the country whose external border they will cross first.
If Norway is the only, the primary, or the first Schengen country you will visit, your visa application must be submitted to the Norwegian embassy or consulate in the country where you are legally resident.
