The match organiser, in conjunction with the police commander for the match and the safety and security officer, must decide at what time the stadium gates should be opened to spectators, taking account of the following criteria:

the entry capacity, which is determined by the maximum number of spectators that can safely enter the stadium in a one-hour period, based on access or turnstile flow rates, for the stadium as a whole and each sector of the stadium;

the anticipated number of spectators and the overall maximum safe capacity of the stadium;

the segregation strategy outside the stadium;

any circumstances for a particular match that require a more exhaustive search regime.
