10.01

The licensor must define the core process for the verification of the club licensing criteria and thus manage the issuing of licences.

10.02

The core process starts at a time defined by the licensor and ends on submission of the list of licensing decisions to UEFA by the deadline communicated by the latter.

10.03

The core process consists of the following minimum key steps:

  1. Submission of the licensing documentation to the licence applicants;

  2. Return of the licensing documentation to the licensor;

  3. Assessment of the documentation by the licensing administration;

  4. Submission of the written representation to the licensor;

  5. Assessment and decision by the decision-making bodies;

  6. Submission of each licensing decision to UEFA within seven days of each decision being final.

10.04

The deadlines for the above key process steps must be clearly defined and communicated to the clubs concerned before the start of the core process by the licensor.
