32.01

Before each match, each team shall indicate in the relevant match sheet the numbers, surnames, first names and dates of birth and, if applicable, shirt names of the 18 players in the squad, together with the surnames and first names of the officials seated on the substitutes’ bench and on the additional technical seats. The match sheet must be validated by the competent club official.

32.02

The 11 players indicated on the match sheet as forming the starting 11 must commence the match. The other players are designated as substitutes.

32.03

Both teams must submit their validated match sheets at least 75 minutes before kick-off.

32.04

Up to a maximum of five of the substitutes listed on each team’s match sheet may take part in the match. Each team may use a maximum of three stoppages in play for substitutions. Substitutions made during half-time do not reduce the number of stoppages in play that can be used. A player who has been substituted may take no further part in the match.

32.05

After the validated match sheets have been submitted no changes are allowed. Before the match has kicked off, the following exceptions are possible:

  1. If any of the 10 outfield players indicated on the match sheet as forming the starting 11 are not able to start the match due to physical incapacity, they may only be replaced by any of the substitutes listed on the initial match sheet. The substitute(s) in question may then only be replaced by a registered player (players) included on the list of 20 players and not listed on the initial match sheet, so that the quota of substitutes is not reduced. During the match, five players may still be substituted.

  2. If the starting goalkeeper indicated on the match sheet is not able to start the match due to physical incapacity, they may be replaced by a substitute goalkeeper listed on the initial match sheet. The substitute goalkeeper in question may then be replaced by a registered outfield player or goalkeeper included on the list of 20 players and not listed on the initial match sheet, or by a registered goalkeeper included on the list of 40 players, so that the quota of substitutes is not reduced. During the match, five players may still be substituted.

  3. If any of the substitutes listed on the match sheet are not able to be fielded due to physical incapacity, they may only be replaced by a registered player (players) included on the list of 20 players and not listed on the initial match sheet, with the exception of the substitute goalkeeper, who may be replaced by another registered goalkeeper included on the list of 40 players.

  4. If none of the goalkeepers listed on the match sheet are able to be fielded due to physical incapacity, they may be replaced by registered goalkeepers included on the list of 40 players and not listed on the initial match sheet.

The club concerned must, upon request, provide the UEFA administration with the necessary medical certificates.
