Matches in all stages of the competition are played in conformity with the IFAB Laws of the Game. The half-time interval lasts 15 minutes.
UEFA has been allocated eleven places in the 2023 FIFA Women's World Cup. One additional team may qualify through a FIFA Women’s World Cup play-off tournament.

The UEFA administration seeds the teams for the group stage draw in accordance with the UEFA women's national team coefficient ranking (see Annex B).
