The CFCB is divided into:

the First Chamber;
-
the Appeals Chamber.
The First Chamber comprises:

a chairman, who heads the First Chamber and takes the necessary measures to guarantee its proper functioning;

at least three other members, including a vice-chairman.
The Appeals Chamber comprises:

a chairman, who heads the Appeals Chamber;
-
at least three other members, including a vice-chairman.
Whenever the present rules refer to the chairman of the First Chamber, the latter may be replaced by the vice-chairman of the First Chamber or another member of the First Chamber.
Whenever the present rules refer to the chairman of the Appeals Chamber, the latter may be replaced by the vice-chairman of the Appeals Chamber or another member of the Appeals Chamber.
No member of the First Chamber may belong simultaneously to the Appeals Chamber and vice-versa.
