The following 24 teams participate in the final tournament:

the 20 teams that qualify directly from the qualifying group stage;

the three teams that qualify via the play-offs;
-
the team of the final tournament host association, Germany.
A draw is conducted to divide the 24 teams into six groups of four teams each, as shown below. The three teams that qualify via the play-offs are identified as play-off winners A to C for the purposes of the draw.

The following principles apply to the final tournament draw:

The teams are seeded in accordance with the overall European Qualifiers rankings (see Article 23).

The team of the host association, Germany, is placed in position A1 for scheduling purposes.

Additional conditions may be applied, subject to approval by the UEFA Executive Committee.
